DUNIA BEAM Goals

Starting from the Barcelona Declaration (1995), in which it is recognised  “[…] the traditions of culture and civilization throughout the Mediterranean region, dialogue between these cultures and exchanges at human, scientific and technological level are an essential factor in bringing their peoples closer, promoting understanding between them and improving their perception of each other” and “[…] they stress the essential nature of the development of human resources, both as regards the education and training of young people in particular and in the area of culture”.

They express their intent to promote cultural exchanges and knowledge of other languages, respecting the cultural identity of each partner, and to implement a lasting policy of educational and cultural programmes; in this context, the partners undertake to adopt measures to facilitate human exchanges, in particular by improving administrative procedures», and from the Bologna Declaration (1999), the DUNIA BEAM mobility scheme wishes to promote and to pursue the following goals:

  • To promote and to foster the cooperation between Europe and ME Institutions

The project strengthens the already strong relations between the partners, by signing specific agreements among the parties in order to allow the continuation of scientific and academic activities already in place, which – because of war – are currently stalled, and it contributes to the development of new educational models that should meet the needs of local training, aiming at including the students in the labour market of their Countries. Besides, study programmes will be encouraged, especially those ones to train a new ruling class that can work well in the process of political transformation taking place in Third Countries.

  • To develop higher education teaching and learning capacities of Middle-East Institutions

The main target of this Partnership is to develop cooperation exchange in the Middle East Area on all scientific topics of interest.

  • To enable students to benefit linguistically, culturally and educationally from the experience to pursuing academic studies in another country

The opportunities to study in ten European Universities of good quality, the knowledge of different cultures, as well as the learning of new languages and new political, social and administrative processes, are surely a relevant experience that can be of great help for young people participating in the project, especially to be able to then transfer and use them in their own Country.

Particular attention will be given to students who are facing enormous difficulties, such as political refugees who are forced to interrupt their studies because of their status. A strong and decisive help in communications and relationships, even for problems that could intervene in the practices necessary to  expatriation, will be given by the associated partners and institutions, such as NGOs, UNCHR and so on.

  • To improve capabilities and professional skills of foreign higher education staff

The chance to teach in a context of different educational systems, increase the ability of the teaching staff to adapt their study programs to the training needs of their students. They might offer classes of joint and specific lessons, defining schemes for the mutual recognition of university credits valid in all the  Universities member of Partnership. The exchange of the teaching staff also increases the academic links among the partner Universities, creating opportunities for collaboration beyond the mere teaching, developing joint research projects in common areas of interest.

  • To build the capacity of the administrative staff to visit and to work in the administrative offices of other Universities in other countries,  Universities which surely have different management systems, thanks to the comparison of those systems and processes

To visit and to work in the administrative offices of other Universities in other countries, Universities which surely have different management systems, thanks to the comparison of those systems and processes, will add an important value to the training of the staff persons involved in the project. In addition, this exchange will lead to the creation of a network of qualified persons, who are expert in the field of university relations between Europe and the Middle East, because they have worked closely together on specific, and also different, issues existing between the two geographical areas. This will be a valuable reference point for future collaborations and an essential support for a profitable and smooth running of academic activity.
